UNEP and UNOPS are co-hosting a virtual webinar (11 June 2025, 3:00pm - 4:00pm CEST) to showcase the recently released EnABLE toolkit, and provide training on how infrastructure professionals worldwide can benefit from using it.  

EnABLE is an assessment tool to help governments facilitate sustainable, inclusive and resilient infrastructure development. The tool assesses the infrastructure enabling environment to identify challenges, needs and opportunities. It is designed in a way that can aid the development of a prioritized set of actions and initiatives to build national, state, city or ministerial capacity, and support the achievement of the 2030 Agenda, the Paris Agreement, the Leave No One Behind pledge and the implementation of the International Good Practice Principles for Sustainable Infrastructure. EnABLE was updated in 2024, evolving from “CAT-I” (Capacity Assessment Tool for Infrastructure), following rebranding and lessons learned. A new thematic EnABLE module on sustainable infrastructure finance and investment is also being finalised (due for completion in Q2 2025).  

CAT-I was used over 100 times, and the new EnABLE version has already been applied in Chile, where the Planning Directorate of the Ministry of Public Works is using it to inform the elaboration of Chile’s new National Public Infrastructure Plan. A tailored version of the tool has also been used in Costa Rica to assess the enabling environment for infrastructure asset management specifically. 

Objectives, format and outcomes 

Following the initial finalisation of EnABLE, its application in two countries and the development of a new module on financing, the webinar will provide a timely opportunity to publicise and build interest in the tool, while training stakeholders on how to use it. It will convene relevant experts from UNOPS, UNEP, government and the private sector, who will present and engage with participants in an interactive format. 

The webinar delivers on the GIZ “Green Economy Transformation” project, which includes elements on training and global knowledge exchange for sustainable infrastructure.  

Specifically, an hour-long virtual session will inform infrastructure policymakers, planners, practitioners, financiers, researchers and other stakeholders on how the EnABLE toolkit can be used to support the development of an enabling environment for sustainable infrastructure.  

Technical presentations by UNOPS and UNEP will introduce participants to the tool itself, while a case study presentation will explore challenges and best practices for using the tool in a specific context. An interactive Q&A segment will invite participants to pose queries and share feedback. The webinar will equip participants with a focused and accessible learning experience.
