Title : Investor Agenda Global State of Investor Climate Action Report
Project objective : To receive project proposals that can assist in the implementation of a 2025 Global State of Investor Climate Action Report for the Investor Agenda.
Project background : The Investor Agenda was founded by UNEP FI and 6 other investor networks (Asia Investor Group on Climate Change, CDP, Ceres, Investor Group on Climate Change, Institutional Investors Group on Climate Change, Principles for Responsible Investment).
In 2025, the Investor Agenda plans to deliver a Global State of Investor Climate Action Report, which will assess asset owner and asset manager climate action and seek to showcase investor leadership. The assessment will build on the Investor Agenda’s ICAPs Expectations Ladder and Guidance and previous assessments undertaken by Investor Agenda Partners – Ceres, AIGCC, and IGCC – in 2024.
The project will be undertaken from July to October 2025, with a planned delivery of a final report by end October 2025.
Project description : The objective would be to undertaken a global assessment of investors. The partner would support in the delivery of the project by:
- Undertaking data collection & analysis of the Top 200+ investors by AUM
- Conducting interviews with investors
- Support launch of the report in Q3 2025
The key deliverable is: - A final report on the Global State of Investor Climate Action
Project requirements : The partner must demonstrate that they have:
- Strong understanding of the Investor Agenda mission and the ICAPs Expectations Ladder & Guidance
- A network of investors which they are connected to and would be able to draw on for qualitative analysis
- Experience of delivering similar work to review investor climate action, ideally drawing on the ICAPs Expectations Ladder & Guidance
- Experience working with the Investor Agenda founding partners

Title : Call for proposals for the identification of implementing partners for the Pan African Action Plan for Active Mobility
Project objective : The United Nations Environment Programme (UNEP) is implementing The Global Programme for Sustainable Mobility. The Programme supports a transition to low and zero emission sustainable mobility in low- and middle-income Countries (LMIC’s) through technical assistance, capacity building and advocacy to mitigate GHG emissions from the transport sector, improve air quality and promote equity and gender inclusion in the transport sector (and other co-benefits).
One of the priorities of programme is to support countries, regions and sub-regions to develop and adopt policies, strategies, action plans or other measures to upscale active mobility investment (through the UNEP Share the Road Programme). This call for proposals serves to identify Africa based organizations to act as our implementing partners for activities in Cameroon, Ghana, Kenya, Malawi and Morocco as well as other countries in the region and internationally as part of the Pan African Action Plan for Active Mobility (PAAPAM) delivery framework. Organizations can respond to this call, indicating their capacity to implement the specific activities. Once reviewed, rostered Partners will be invited to complete specific EOI's (Expression of Interest) matched to their expertise and the programme priorities.
Project background : For many years, despite the massive benefits of walking and cycling, investments by governments and donors have not sufficiently financed the infrastructure needed to enable safe and enjoyable walking and cycling. The Kigali Forum in 2022 was the starting point for a series of consultations on the development of an action plan to address this issue. Following the forum, bilateral meetings with other development partners, NGOs and donors and several consultation sessions were set-up to capture the shared priorities across the region. In 2024, dedicated sub-regional consultation sessions took place both virtually and in person. Three action areas and their corresponding goals and indicators have been identified through extensive research and consultation on the priorities for walking and cycling in the African context. The core action areas, which are embedded into this project are:
*Create safe, easy and enjoyable places to walk and cycle.
*Advocate for people who walk and cycle in Africa.
*Embed walking and cycling into the policy and investment process.
Today the first edition of PAAPAM is here. It has involved direct consultation with thousands of individuals and hundreds of civil societies, NGOs, academics, and development partners. The framework provides a common framework for all stakeholders on what the priorities are for the region for Active Mobility over the next 10 years.
In 2025, UNEP secured funding to support the delivery of PAAPAM in 5 countries and in the region. The project will support transformations in mobility systems through technical assistance, capacity building, regional advocacy, the establishment of task forces, gender mainstreaming and the development of knowledge products and training programs as part of the Pan African Action Plan for Active Mobility (PAAPAM) implementation. By fostering a behavioural shift among decision-makers, who often prioritize private motor vehicles, the project aims to elevate the importance of active mobility in infrastructure and policy investments, particularly for marginalized communities. This comprehensive approach will help build national and city-level strategies, policies, and action plans that prioritize walking and cycling with a stakeholder driven framework – leaving no one behind.
Expected outcomes include enhanced awareness and capacity among city and national government officials on the benefits of active mobility, leading to the introduction of new active mobility strategies or the revision of existing ones in the five participating countries.
Project description : Through this Call for Proposals, UNEP is inviting applications from organisations interested in collaborating with UNEP for the implementation of PAAPAM and the wider Share the Road Programme.
The Call for Proposals covers:
*Confirmed upcoming technical assistance and related activities in Cameroon, Ghana, Kenya, Malawi and Morocco.
*Technical assistance and related in activities in other African countries (subject to future fundraising).
*Regional activities to support advocacy, communications, research, capacity building etc Africa wide – across Active Mobility focus areas such as financing, policy, equity and inclusion, governance, etc.
Applicants are encouraged to highlight their strengths and expertise in their proposals. The specific project activities include the following:
1. Conducting detailed analysis of existing policies, stakeholders, fiscal commitments, expenditure and institutional frameworks related to active mobility.
2. Identifying local and national capacity gaps and training needs.
3. Supporting the development and review of city or national active mobility policies, strategies, practices or action plans, ensuring alignment with the PAAPAM framework.
4. Leading the coordination of local workshops, study tours and meetings with relevant stakeholders.
5. Preparing and delivering knowledge products, including policy briefs, case studies, and technical guidelines, tailored to the country context with a specific focus on gender and Leave No One Behind (LNOB).
6. Providing technical assistance to local and national agencies and departments.
7. Developing a regional monitoring and evaluation framework for PAAPAM.
8. Establishing regional hubs/task forces to support regional activities.
9. Supporting the overall coordination of the PAAPAM delivery framework.
Project requirements : This is a five-step application process which includes registration on the UN Partner Portal. Applicants must complete all five steps identified in the application documents in order to be rostered and subsequently contracted for partnership in delivery of the Share the Road programme objectives. Applications will be reviewed according to how they meet the criteria outlined with a specific focus on technical expertise, past experience, financial capacity, project management capacities and local expertise and experience.
